Roads, property taxes and the 6 percent tax on food have become annual legislative themes, debated in one form or another yearly. That Otter is focusing on them, and not unveiling any sweeping new programs - as was expected from former Gov. Dirk Kempthorne - is another reminder the current Republican chief executive thinks his administration's focus should be on limiting government's role, not expanding its reach. - Full Story
